Framing a Sugary Beverage Tax in West Virginia

Framing is an important aspect of the policy process that helps the public and decision makers sort through and resolve highly charged claims about an issue. Through slight changes in the presentation of issues, a framing effect may alter public support.

This paper examines the way that a sugary drink tax has been discussed in West Virginia’s public discourse and by the media. The conclusion of the analysis highlights both the importance of framing as well as its’ limitations unless it is part of a full arsenal of devices required to advance a policy issue.
